国内外化学品环境管理对我国化妆品原料管理的启示

Environmental Management of Chemicals and Enlightenment to China's Cosmetics Ingredient Management

  • 摘要: 一些化妆品原料属于化学品,其大量生产、使用及排放可能会对生态环境造成潜在的危害。梳理化学品环境管理相关法规及清单,并将关注度较高的化学物质与我国化妆品原料清单进行对比。经分析发现,化学品法规管控物质中,339种在我国作为普通原料管理,298种在我国有明确管理要求,83种在欧盟有管理规定但在我国没有使用历史。建议根据原料的危害特性、环境暴露情况以及行业使用情况,对于需优先关注的化妆品原料开展风险评估工作,必要时调整管理要求;开展跟踪评价工作,考虑其作为风险物质带入化妆品中的可能性;在新原料注册备案工作中关注具有环境风险的原料,进一步加强化妆品原料管理。同时,多途径开展风险交流工作,以引导行业进行配方调整和新原料研发,推动化妆品行业健康发展。
